Thanks to CS for a big assist with this issue. Clean Wipe didn't even catch this one.
If you are experiencing an issue with SCEP failing, u may want to review the following:
Application Event Log
EppSetup.log (c:\ProgramData\Microsoft\Microsoft Security Client\Support)
Remove the following registry keys:
